TREATY NEGOTIATIONS REACH A DEADLOCK. (Rec. Juno 14, 11 pan.) Washington, June 13. The United Stales-Mexico treaty negotiations have reached a deadlock. President Obregon is disinclined to' enter a treaty of amity ancl commerce, as his advisers are divided over the manner in which American property rights would ho treated under the 1917 Constitution. America contemplated recognition with the treaty signature. President Obregon refused to sign until recognition was made, and considers himself bound by the Constitution, which provides against treaties which abridge citizens' rights.— Aus.-N.Z. Cable Assn.
