The Helsingfors correspondent of “The Times” learns from a reliable source that there is serious and growing discontent in Petrograd, owing to the stoppage of all food distribution. There are rumours of risings and famine in Moscow, whence Zinovieff, Lenin, and other leaders are preparing to flee. .The people’s opposition to the Soviet authorities everywhere is growing. The latter are now afraid to suppress or arrest the workmen’s leaders. Red' troops are mutinying and being disarmed and confined to barracks. Street fighting is prevalent in Moscow and Petrograd, and famine conditions in town and country are rapidly growing worse.—“ The Times.”

NEW VLADIVOSTOK GOVERNMENT

Dispatches from Vladivostok state that the anti-Bolshevik leaders, who have established a new Government, have extended their authority north-westward, being in control of Spasak and Prodekov.
