CONCESSIONS BLOCKED
NEGOTIATIONS WITH SOVIET GOVERNMENT. New York, May 26. The United Press Association at Washington states that, diplomatic circles have been advised that the Chita Government has blocked the concessions which AV. D. Vanderlip was negotiating for from the Russian Soviet Government. Members of the Chita. Congress recently started a movement to separate Kamchatka, where the proposed concessions are located, from Republican Chita. It is understood that this movement was inspired by the Moscow Government e peasant members of the Chita Congress, who have a majority', and are opposed to separation.—Aus.-N.Z. Cable Assn. [A message'from Stockholm in November last reported that Mr. Vanderlip, the American financier, had stated that the Soviet Government had granted a big syndicate, including leading American banks, a lease of 591 square kilometres (about 260 square miles) in Siberia for six years, also concessions in forests, mines, and fisheries. The Bolsheviks had contracted to purchase in three years 3000 million dollars’ worth of material, payment to bo in gold, platinum, furs. manganese, petroleum, leather, wood, cellulose, flax, and cereals.)
