A SERBIA MAKES PROTEST. London, Decembor 17. It is reported 'from Belgrado that the Government has ordered the suspension of communications with Bulgaria, owing to the systematic refusal of tho latter to carry out certain clausos in the Treaty of Nouilly regarding It is asserted, that Bulgaria still maintains a regular army of 10,000. Moreover, Bulgaria is accused of not fulfilling 'her undertaking regarding the delivery of coal. —Reuter.
