Coates said that a Bill dealing with the main roads could not be tackled till alter the holidays. What was proposed was; to appoint conit-ol boards, elected largely by local bodies, for tin; different loading districts, bit'-, that remained to be finally decided. A special engineer would be appointed by v the Dc-pirtment to advise (lie control boards. The whole scheme would be governed by the financial ability to operate it. He hoped to build up, to begin with, a fund of iloOO.flOO which did not seem much for the whole of New Zealand, Imt it would be. a start.
■ The scheme was to have a main road right, through both islands, with branches east and west. At first metal would have to bo used, 'but they could gradually work up to. concrete.
