It is stated that any proposal to settle tho Japanese question by means of a treat}- will encounter opposition in tho Senate. It is understood that the Foreign delations Committee will assume this attitude on the ground that immigration and tho rights ol' Japanese in tho United Stales are not psiper subjects for a treaty, that tlm United Staffs should not make concessions to Japan so long as Japan holds the Marshall and Ladrone Islands, aiid\that tho treaty will provo no more effective than the "gentlemen's agreement."—Aus.-N.Z.
