PERMANENT MANDATES COMMISSION
RULES OF PROCEDURE. (Ecc. November SO, 10.40 p.m.)
London, November 23. The Council has decided that members of tho permanent Mandates Commission shall bo selected for their personal merits, and also shall not hold any office placing them in a position of dependence on their Governments. The international Labour organisation will be allowed to send an oxpert in an advisory capacity to the commission when Labour questions are discussed. The annual reports from the mandatory Powers are to be forwarded to the commission through a duly authorised representative, who can offer .supplementary explanations if the commission desires. The commission shall examine each individual report in the presence of the mandatory's representative, who will be freely permitted to participate in the discussion. The commission then will forward tho report, with its own and tho mandatory's representative's observations to the Council of the League. ' The commission will sit in Geneva, and members will be paid ICO gold francs a day, and their travelling expenses will be borne, by the League. --Aus.N.Z. Cable Aesn. BLOCKADE MACHINERY
INTERNATIONAL COMMISSION RECOMMENDED. (Ecc. November 30, 10.49 p.m.) London, November 29. The sub-committee on armaments recommends the Council to nominate an International Blockado Commission of oight members, half representing States not possessing sents on the Council; tho commission to report to'the next Assembly regarding blockado machinery.—Aus.N.Z.
