SOUTH AFRICAN SENATE
RECOMMENDATIONS REGARDING RECONSTITUTION.
(Rec. November. 13, 5.5 p.m.)
Cape Town, Novombor 12. A representative conference of both Houses is sitting at Pretoria to consider the rcconstitution of the Senate. It recommends that only four members be appointed by nomination on tho ground of acquaintance with the reasonable wants and wishes of tho coloured' racos, the remaining forty members to be elected by proportional representation, the* new Senate to boar a numerical relation to the House of Assembly of one in threo. Hence the Senate presently will be composed of U momberg. Each of.tho provinces will elect elgM Senators on a pro. portional representation basis on tho Assembly voters' roll, while the remaining eight will bo elected by both Houses, of Parliament voting together, again with proportional representation. It is noteworthy that tho provincial councils will cease to have a votce in tho election or Hie Sonata, the life of which is fixed at seven instead of ten years.—Renter.
