The Glasgow National Council of the Independent Labour Party is drawing up a new programme favouring direct action, making the aim of the party the ending of the present capitalist, system. The programme says the industrial organisation, of society must be based on communal ownership of land and capital, and- a central body .and local bodies representing the people as consumers and producere must determine questions of supi% and demand.
