Krassin has delivered a Note to Earl Curzon protesting against the British warships in the Black Sea and the Baltic being ordered to sink Soviet 'submarines without warning. He says that war has not been declnred, and the best plan bo prevent conflicts would be the withdrawal of tlie warships of all nations not possessing coastline there. Krassin asks for an inquiry regarding tho British seizure of an Italian steamer proceeding' to Novoressisk, as a blockade has not been proclaimed.—Aus.-N.Z. Cable Assn.
