Practically thoy. do receive the benefit under tho present system by which the fractions are' collected by the clubs. The clubs merely act as trustees on behalf of tho. racing- public,-and the money "they receive,! less taxation and- the expenses of conducting*the sport, .ull goes back, to those.-who have: contributed it, l.n' tho' .form of-'comfortable (appointments .for, the public and stakes; for the owners.; It is absurd to say .-'that-, the-, clubs ehould not be allowed to-retain-tho-frac-tions.'. They-: do not do-so.; There -are -no proprietary clubs in New-.- Zealand.
