New York, October 27. Senator Harding, speaking at Marion on the statement mode by M. Leon Bourgeois, said: "It can only mean that even if Article Ten is eliminated its'effect would still he preserved in other Articles. It all illustrates the utter impossibility of gfetting an agreement concerning the meaning of the Covenant. It is a complete demonstration that the only safety for the United States is to remain outside until the people may unite upon a Rlan .for an Association of Nations which will mean the same tiling for everybody."—Aus.-N.Z.
