INTER-ALLIED COMMISSION TO REPORT. Paris, October 13. M. Delacroix, Primo Minister of Belgium, in an interview, said he believed li ; had succeeded in his negotiations with Mr. Lloyd George concerning German reparations. The Geneva Conference would not be held, but the Inter-Allied Reparations Commission would hear the German explanation and proposals l and then report to the Governments, who would make their own arrangements.
