Lenin urges that the Communists should . systematically remove modem to leaders from all responsible positions in Labour organisations «n(l~T(!pIaoo them by Communisls. Systematic propagandi should bo carried out in the Army and among rural workers. This is a most vital condition to membership of the Internationale.
