Tokio, September 30. The l'oreign Office states through an interview that Japan is considering the appointment of a High Commission as a possible means for composing rlations between Japan anil America. The plan, v/liich has not yet been submitted to the United States, is advocated by Shiduzawa ■Knnojo.

The "New York World's" London correspondent says it is' stated in well-in-formed quarters that the British Dominions, before sending representatives to London to discuss the Anglo-Japanese Treaty, will determine their joint policy and make their attitude known to tho United States, seeking to obtain America's point of view.
