NEW MOTOR BY-LAWS
DRIVERS TO HAVE CERTIFICATES. By Telegraph—Boocial Oorresnondent. Palmerston North, September 28. As the new motor by-laws in Palmerston North, compelling drivers of cars to have certificates of competency, comes into force to-morrow, there has been quite a rush of applicants during the last day or two. To-day tlio inspector has been occupied the wholo day in testing applicants. Tho Borough. Council intends rigidly to enforce the by-law at once.
