_ 4 'a temporary evacuation. (Rec. September 27, 7.55 p.m.) Tokio, September 26. The Minister of War ( (LieutenantGeneral Tanaka) announced that the Japanese troops will be withdrawn from Nikolaev6k this winter. General Tanaka explained that this does not mean a permanent evacuation. Sufficient preparations had not been made for the winter.
