ITALY'S LABOUR PROBLEM

CIOLITTI IMPOSES A SOLUTION AFTER LONG AND FRUITLESS DEBATE By Telesranh-Preeß Association-Copyright CRec. September 22,' 7.50 p.m.) London, September ill. The "Daily Chronicle's" Milan correspondent states that after watching for three hours a fruitless debate between tho representatives of masters and men, Signor Giolitti stated, that he felt in duty bound strong enough to impose a solution. • He decided that the masters should abstain from punishing or dismissing any employee, and that all workmen and members of administrative staffs should bo retained, and in any ease of incompatability should be judged by a commission composed of three delegates from both sides. Signor Crispi, 011 behalf of tho masters, said ho must defer to tho head of the Government. The new concordat secures to workers over twenty an advance of a shilling daily, and to women and youths ninepence. The grant to cover dear living cannot be touched until prices fall 70 per cent. All employees haying a year's service are entitled t$ six days' holiday yearly on full wages. The strikers will bo paid the new wages sinco the middle of July.—Aus.-N.Z. Cable Assn. REFERENCES AT UNITED ITALY 'CELEBRATIONS COMMISSION TO STUDY NEW METHOD 01? CONTROL. Rome, September 21. The King of Italy, in a, message in connection with tho United Italy Celebrations, significantly referred to labour. Ho declared that now weapons liad been laid aside, all dissensions must also be laid aside. The speeches of the President of the Senate and tho Chamber of Deputies and other notables enlarged on the theme, and urged the union of all Italians for the good of tho country. Most of the newspapers adopted a similar -attitude, supporting Signor Giolitti, on the ground that "tho welfare of the people is the supreme law"; but already there are rooks ahead. A commission has been appointed to study the control of industry by equal representations l of manufacturers and Labourites; but the latter are exclusively Confoderationists, and the important Catholic Labourites and popular party are ignored.—"The Times."
