The Minister of Labour 'Sir William J Herries) said it was true that some cs- J ment had been sold, though not nearly 60 much as Mr. Mitchell had been informed. Part of the agreement was that the Department should supply materials as far as possible at cost price, and the Department had supplied Uid cement in question. Tho contractor paid for it, and it was his property. Whether he committed a breach of contract by selling it was another question.
