Rome, September 16.
A graver .crisis has arisen in. the (industrial disputes, the workers having refused the confederation's leadership, and widely extended the expropriation of pro.perty, including cotton mills and large estates. . The commilttce directing the workers' operations has issued a manifesto declaring that they no longer demand an increase in wages, because such improvement is always followed, by an increase in the price of the necessaries of life. The manifesto claims that the regeneration of the industrial system is only possible by syndioal control, which would bring, increased production.
4. thousand Milan manufacturers passed a resolution rejecting a compromise oa the ground that syndical control would end private enterprise.—"The Times."
