A REVOLUTION FEARED
REMARKABLE STATEMENT BY A MINISTER
Br Telegraph-Press Association-Copyright (Bee. September 12, 5.5 p.m.) London, September 11. Pessimistic reports are arriving regarding the industrial situation in Italy. It' is assorted that the movement has become political, and may becomo revo-lutionary.—Ans.-N Z. Cable Assn. Rome, September 10. Four hundred thousand workers are involved in the present movement. A Wg exodus of families from Milan has begun owing to fear of outrages, Recent seizures include the Micholin tyro factory. TJie workers are also seizing coal supplies' and taking them home. Signer Labriola, Minister of Labour, interviewed by a correspondent of the German paper "Allgemeine Zoitung," said: "It is the State's duty to maintain public order in the streets only. So far as private premises aro concerned, it is open to owners to take judicial proceedings against the workmen. The Riot Act cannot be applied to' a thousand workmen; besides, the workmen are armed, and intervention might lead to a revolution. The guilt for the crisis lies with the employers. The guiding principle of Signor Giolitti's policy is so to adapt the country's institutions that.they can 1)6 utilised forthwith if a change front the capitalist to the Socialist system i» made.
