LABOUR MEMBERS PROTEST.

The War Regulations Continuance Bill, which had been put through Committee, was discussed on the third reading. • Mr Fraser.,(Wellington Central) protested ngainst tho continuance of the war regulations relating to "seditious strikes" and "essential industries." He urged that, all necessary machinery was to lie found in the Industrial Disputes Act, 191,1, and that the continuance of the wsr regulations was duo to the disinclination of the Government and the employers to relinguisli an exceptional weapon forged to meet war conditions. If the Government would drop theso "anti-labour" regulations, said Mr. Eraser, it would be doing a great deal to promote industrial peace.

Mr. T. K. Ridey (Dunedin South) thought it unreasonable that war restrictions should be perpetuated for nil time. He suggested that in another place the Prime Minister should put a time limit on tho operation of the war regulations embodied in tho Bill. Mr. Massnv: I will consider that. Soveral other members spoke on tho Bill, chiefly Labour members, and these all protested against the passage of the Bill. The third reading was agreed to after midnight. THE TURNBULL BEQUEST The Public Trustee, who is executor and trustee under the will of the late A. H. Turnbull, is petitioning Parliament to exempt the library willed by him lo the nation from death duty. The value of the library is .£51,800. The value of the residuary estaife. exelusivo ,of tho library, amounts to JJ20.813. The final balance of estate is .£78,012, the estate duty being ;C8385 and the succession duty bringing the toial death duty up to ,£0715. If the library is excluded from the dutiable value of the eßtato then the estate dmy will be XI!)GS and the succession duty JJ1327, a total death duty of INTEREST ON POSIToFFICE SAVINGS The Post and Telegraph Amendment Bill, which provides, among other dhings, for increases in the maximum amounts of intcrcst-bearinir deposits in tho Post Office Savings Bank, ling- not yet reached its second reading stage. Tho Bill proposes that the rates of intorefJ shall ho t per cent, up to a maximum of .£SOO and 35 Tier cent, up to XSOOO. The rates of interest have already been increased, but until tho passing of tho Bill they apply only to maximum deposits of the'old amounts, £,300 nnd JGIOOO. thelrmsbill Tho Prime Minister moved that amendments made by the Legislative Council in the Arms Bill should be aeceptcd.
