THE TOWN BELT
1 ITS USES DEBATED IN 1843. In the course of the paper on "Wellington in 1813,". read by Mr. W. A. Edwards before the Early Settlers and 'Histricnl Association on Wednesday it was stated that as far back as the year referred to there were discussions about leasing ■ tho Town Belt, of which there were then some 800 acres. Tho Mayor of the timo questioned the council's right to lease qr do otherwise* with the Belt than the. original purpose intended—use as recreation grounds, parks, boulevardes, etc. After .much discussion and' consultation with Mr. Boss, tho solicitor to the council (who, contended that the only condition specified in the original pant they need abide by was that no buildings should be erected, thereon), a resolution was carried that the surveyor should lay out the Town Belt in suitable lots, to bo let on improving leases for'fourteen years, and that tenders bo called for enmo. A. Inter resolution excepted that portion of the Belt, extending from Oriental Bay to the belt of timber near Mr. Watts's farm. Ono reason for leasing this land was to encourage cultivation. Dozens of offers to lease portions of tho Belt at. rentals .from ss. to 20s. per acre,.vers received.
