CITY ENGINEER'S PROPOSAL,

A proposal for tho erection of something I'iko an American "ocean hathlng establishment" at Lyall Bay was mndo by the City Engineer in reporting to tho cbnttoij last night upon bathing accommodation requirements.

Mr. Morton stated:—'! am of. opinion that tho only satisfactory way of dealing with the public requirements is by tho erection of a largo building.capable of being subdivided into small compartments for tho use of which a, charge should be made, and that such buildinp be constructed on reinforced cencreto piles or piore with tho floor raised about G feet to 8 feet bbove tho heach in order to let the water pass freely under the structure without endangering its stability. Such a building cotild b9 constiucted with a, flat root, and used as a stand for the purposo of viewing aquatic sports. It could be approached by a gangway and steps from the footpath level. A building of this description would require, in order to meet publio , demand, accommodation for about MO bathers of both eexes. It would require to have stops at tho entrance for the purpose of allowing bathers to get access to the heach. These steps could bo hinged at their upper ends and pulled out of the way during heavy storms. A building such as proposed would, however, cost probably .£BOOO. Tho difficulty is to find some satisfactory method by which tho money can be raised to provide such structure. It seems to be impossible that such a sum can be provided out of revenue without seriously encroaching on thn funds necessary for tho maintenance and improvement of tho public highways."
