DEVELOPMENT WORK
CONTROL OF BUILDING
REGULATIONS ISSUED
Regulations for the control of building and the distribution of cement, bricks, and timber, gazetted yesterday by tho Minister of industries and Commerco (the Hon. E. P. Lee), will' come into effect to-day. "Development work" for the. purposes of tho regulations includes any' new construction, maintenance, or repair work of aify nature whatsoever, in which it is proposed that any cement, brisks or timber shall bo used, the estimated total completed cost of which exceeds JG2O, save and except (a) the formation. construction, or repair of abroad. bridge, railway, or tramway out of mones's appropriated to such works bv Parliament, or (b) the maintenance of any works occupied exclusively in the production of cement, bricks, or timber. Tt. wiil not now be lawful for any person to commence any development work except in pursuance of a permit issued by the Board of Trade. Works in the construction of which cement, bricks, or' timber liavo been actually used prior to the coming'into force of the regulations, however, shall bn deemed to be works in course cf construction, and, for a space of two months from the date of the gazetting of these regulations, shall be deemed to bo development works for lyliich a permit has been issued and is in force, unless, by notice given by the Board of Trade to the person for whom the work is being done, it has' been directed that the work shall be | discontinued.- All such works shall, after, the expiry of the two months, or after tho notice to discontinue, be deemed to be development works in respect of which no permit has been issued unless tho person for whom the work is being done has applied for and obtained from tho Board of Trade authority in writing to - continue the works. It is provided that no person shall deliver, any cement, bricks, or timber for use on any development work for which a permit has not boon obtained, and it is further provided that any permit may make conditions as to tho quantities of materials to be supplied. Power is.given to the Board of Trade to delegate its authority to issue permits to a local authority, and the board is also authorised to anpoint from time to timt) a committee of advice on matters relating to thn administration of the regulations. Finally , tho board lias power to reouire manufacturers or distributors to supply a specified quantity of cement, brioks," or timber for any specified development work or for other works mentioned in the regulations
