Britain, Italy, Japan, Belgium, and Franco are represented, The programme of the conference has been settled in the following order: I. The German indemnity. 2. The disarmament of Germany. 3. The Eastern question. 4. The Russian question. _ _ / This morning's discussion was confined to the first two subjeots. Financial experts were charged with the preparation of the text which has been agreed upon for presentation to the evening conference; and military experts are preparing a draft for a notification to Germany regarding disarmament as to both effective troops and material. The .conference, as regards repara-' tions, agreed upon the principle that til* annual minimum payment by Germany shall be 8000 million gold marks, or nominally 150 millions sterling, a .year, or a total of 4500 millions sterling,— Eeuter. The conference tSen discussed the disarmament of Germany and approved a draft' communication prepared by military experts, also their proposal in regard to ownership of distributed war material and the date of resumption of the manufacture of aircraft. French delegates, reiterated the failure of Germany to execute the olauses relating to the delivery of coal and will advise the Reparations Commission in regard to the matter. Millerand, at tho Boulogne Conference, gained the essential point that if.Germany does not promptly pay the indemnity instalments, the Allies will seize tho German Customs, and impound the revenue.
