LEGISLATIVE COUNCIL

NEW APPOINTMENTS AND REAP- . POINTMENTS. It is understood that the Government will be making a number of new appointments to the Legislative Council either before the meeting of the House, o" very soon afterwards. The term of tiro members of the Council, Mr. Earnebaw and Mr. C. A. C. Hardy, expires during the present month, and these two members are practically certain to be reappointed. The report is that there aro about lulf a dozen additional appointments to be made, and that thero are among them fomc whose appointment .to the Council was arranged in tho time of the National Government. These gentlemen have not lieen reputed supporters of the Ma6sey Government. _ Unless something is done about the Legislative Council Act in the meantime, a number of appointments will have to be made to tho Upper House next year. The term_ of one othor member expires late in the present year, and of one other in January of next year. In July of next year _ A considerable number of members will retire by effluxion of time, these being tho members appointed by the Masscy Government when, after the Legislative Council Bill had been twice rejected by the Council, tho Government followed tho constitutional procedure of nominating 01 sufficient number of members to ensure a mci.ioritv for the Bill. It was the biffgest butch of aopointmenls that had bpen made to the Upper House for very many years. _ Another question for tho consideration of the Government in countine the numerical strength of the T.ojislative Council is that of Ihe number of members now in Puch weakened health 'hat they aro unable to sive anything like full Hme to their Parliamentary duties. Theso centlemen are Mill oil the strength of the Council, but en" seireelv be called active members "f tV T."?i«lnhiro.
