SCHEME OF RECONSTRUCTION. Tt is understood that tho Government has in hand the reconstruction of tho Board of Trade. The administration ol this rather burdensome Department, now in' the hands of tho Prime Minister, will be taken over by one of the new Ministers prior to the session. It has been suggested that tho heads of other Departments might, with advantage, be. come acting members of the Board of Trade, when-matters in which their Departments were concerned were Being dealt with.
