TARTAR SOVIET AT AZERBAIJAN TORN BY TURCO-RUSSIAN INTRIGUES BOLSHEVIK METHODS OF SUBDUING GEORGIA AND ARMENIA (By Telegraph-Press Association--Copyri?ht Teheran, May 31. Tho Tartar Soviet Government at Azerbaijan, which was established after the occupation of Baku, exists merely nominally. The Republic is torn by conflicting Turco-Russian intrigues, with Moscow influence predominating. Tho Government maintains relations with Persia, but has broken off relations with the Entente. Eighty interned British peopla are employed as labourers.
The Bolsheviks subsequently proceeded to deal with Georgia and Armenia. They temporised With the former, protended to recogniso its independence, and actually signed peace at Tiflis on May 8. There was groat rejoicing. Meanwhile, heavy Red forces concentrated on the frontier from Baku, whero heavy fighting is proceeding.
Armenia was roughly handled from the outset, but pluckily rejected an order to evacuate, Karabagh and Zangezur. The Armenians hastily formed a new Cabinet, which suppreissed internal Bolshevism, and is prepared to resist tlio Red 3 to the last ditch. Prolonged resistance is impassible. The only hope.is peace between tlio Allies and Bolsheviks, which would be likely to cause dissension between Turks and Bolsheviks, and disintegrate tho monstrous opportunist alliance. Tho Bolsheviks are inclined to give Armenia a chance, whereas Turkey is determined to utterly destroy her._ Apparently tho .Bolsheviks' wide-reaching designs on Persia have been postponed, pending the subduing of Georgia and Armenia. Tho .situation at Enzelli is unchanged.—"The Times."
