Balfour, on behalf of tho League of Nations, appealed directly to tho league to adopt urgent measures for the relief of Central and Eastern Europe. ' At a publio meeting Mr. Motta, president of the Swiss Confederation made, an important'speech, in which he wetcorned the delegates of tho general council, and emphasised the harmony and good understanding existing between the leaguo and the International Red Cross Conimitteo of Geneva.
