PROSPECT OF COLLAPSE.' . Washington, May 17. The United States railways are facing a prospect of immediate collapse owing to the disorganisation. •of the- systems, the car shortage, and congestion of traffic. Unless the Government steps in, the Railway' Labour Board is expected to take action to-day by imposing au embargo that .will stop the movements of everything except essentials, food, and fuel, thus returning the railways to Government control again.
