It is stated that the Japanese luwe entered into a secret agreement witn Gcnoral Semenofl by which they have taken over the Chinese railway from Changchun to Harbin, and that the? have also signed a Rccret Agreement with the chiefs of native robber bands, who ure bound to organise brigandagi and foment disorder in Manchuria and destroy property, and so provide the Japanese Government with a pretext to intervene and seize the Chinese Eastern Tailway in the name of "protectors of the peace of the Par East. —United Service.
