Qlec. April 28, 10.55 p.m.) Washington,' April 28. The Senate adopted to-day a system of voluntary naval training for civilians. It authorised Mr. J. Daniels (Secretary ■of the Navy) to establish summer schools and appropriated 375,000 dollars for the purpose, of carrying on training. The Senate also, appropriated nine million dollars for naval aviation, and authorised an increase of four million dollars to complete aviation and destroyed ten-ders—Aus.-N.K. Cable Assn.
