Tho Speakers' Conference 011 Federal Devolution is completing its sittings. The Speaker has devised an experimental scheme, which may I>9 tested for three years, in which Grand Councils, representing England, Scotlnr.d, and "Wales will be created out of the existing Imperial Parliament. Each Grand Council will consist of two Chambers, one of Commoners, the other of Peers. The Councils will hold sessions each autumn, and will deal with Education, Health, Local Government, Police, and Agriculture. An alternative scheme, framed by Mr. J. A. Murray Macdonald, proposes the setting up of permanent subordinate Parliaments, with separate elections, for England, Scotland, mid Wales.—Aus.-N.Z. Cable Assn.
