GERMAN TREATY CONSIDERED
CONFERENCE FAILS TO AGREE (By Telegraph-Presa Association-Copyright London, April 19. Tho San Remo meeting of Premiers ' revealed that the English and Italian attitude on tho Ruhr question is practically -unchanged. 51. Millerand demanded tho complete solidarity of the Allies with regard to the enforcement of the Treaty. Signor Nitti demanded the revision of tlio Treaty in order to assist tho economic resurrection of Germany. Mr. Lloyd George asked M. Millerand to assume a conciliatory attitude, at len=t in the interpretation of the Treaty. The conference lasted two hours and ended abruptly, without agreement on any principal point. At the San Remo Conferenco a lettoT from the League of Nations was read declining the Armenian mandate on tto ground that the Covenant does not provido the powers necessary for that purposo and that tho mandate implies ft heavy financial and military burden. The Conferenco decided' to send a Note to President Wilson recommending America to support Armenia financially The borders of Armenia wore roughly defined.
