Daniels (Secretary of the Navy) has issued, a statement denying that lie had said that Japan constituted a Pacific menace. Ho points out that he does not believe any natjon menaces the United States. The United States will not adopt any policv 'based on antagonism to any Power in 'the Pacific. The United States 16 enlarging her Pacific naval bases only in accordance with the principlo of nat;onal protection nnd preservation of tho world's peace.
