Ottawa, March 22. A Government caucus decided by an overwhelming majority to refuse to accept Admiral Jellicoe's plans fv.r tho Canadian Navy. [Canada has no effective warships. The Niobe, a cruiser of ll.OilO tons, ljuilt in .1897-9!), and the Rainbow, a cruiser of 3GOO tons, built in 1S!)1-H.'I. are used for training purposes.; and the rest 'of tho ■ships are sloops, gunboats, etc.,. u»«l :for const patrol and survey and other work .of the kind.]
