ADMINISTRATION OF SCHELDT
<, TREATY BETWEEN' BELGIUM AND HOLLAND. Brussels, March 12. A treaty between Belgium and Holland in regard to the Scheldt provides for tho joint permanent administration of the river by a Commission composed of three representatives of each country. There Will probably be complete freedom of passage for all ships except warships. —Ileuter.
