Daniels (Secretary of the Navy) told the Naval Affairs Committee that nn extensive development of naval facilities on the Pacific Coast must bo started immediately. Emphasising the necessity for an adequate naval policy, lie said that unless a naval reserve was built un the United States would enter the next war as unprepared as she was in the last.
