SIX-DAV WEEK CONCEDED

PROVIDED COUNCIL BEARS COST An award was filed by the Arbitration Court yesterday in the Wellington dairy employees' dispute with the four city milk-distributing companies and J, and W. Harrington, of Brooklyn. The award is to operate from March 15, 1920, till July 31, 1022. The hours of work provided are 48, and these are to be worked on six days a week, and aro to includo the necessary attendance on horses. This clause, it is stipulated, shall operate only if, anil 50,10n." as, the Wellington City Corporation shall allow or pay to the contractors an amount equal to the wages of any additional workers required to bring about a six-dav week. The minimum rate of wages shall be XZ 15s. a week, and in' addition the workers are to receive one quart of milk a day. New bands may be employed at Bs. a day for no more than seven days to enable them to learn the round. All time worked in excess of 48 hours in any week f'ball be paid for at the rate of time and a half for the first three hours, and double time thereafter. Drivers are not to allow any boy or youth on their carts, or allow any boy or youth to assist in the delivery of the- milk. Every worker shall be allowed 14 days' liol'day per' annum on full pay, on completion of twelve months' service, and every worker who leaves his employment after having worked for not less than two months shall, in addition to his wages, be paid an amount equivalent to h proportionate allowance for the time served. It is provided that'time and a half shall be paid for work on New Year's Day, Gmod Friday, Easter. Monday, Labour Day, the Sovereign's Birthday, Christmas Day, and Boxing Day. The operation of tho award is limited to 'an area lying within 25 miles of the Chief Post Office, Wellington. ' A Provisional Concession. With regard to the six-day week, tho Court, in, an attached memorandum, noted that it was proved that by a contract entered into between a majority of the employers cited and the Wellington City Corporation, such employers were bound to purchase milk and cream from the corporation and sell and deliver the milk and cream to consumers at fixed rates of profit. In the event, therefore, of the cost of delivery being increased for any reason, such increased cost had to be borfie by the employers, as they could not pass it on to the consumers. The corporation itself employed ft considerable number of men in the milk industry, who were members of the claimant. union, ajjd to these workers the corporation had conceded a six-day week. In these circumstances the Court Had thought that the workers employed by the employers concerned should ulso be granted a .six-day week. It did not consider, however, that :t would be fair to impose the additional cast involved upon the employers, who were by their contract with the corporation unable to increase their prices and meet such additional cost. The Court, therefore, whilst inserting the provision as to the six-day week, had made it operative only if the additional expense thereby occasioned was defrayed by tho corporation.
