DELAY IN SETTLING AFFAIRS. Vienna, February 15. Dr. Schaeer. who is administering tho property of the ex-Emperor KarX of Austria-Hungary, complains of tho Austrian Government's delay in settling the affairs of the ex-Emperov, whose net income is only 1900 Swiss francs a year. Tho delav is duo to the Government's threat to confiscate the property unless the ex-Emperor returns tho Royal jewels and other heirlooms, which he removed to Switzerland—Aus.-N.Z. Cablo Assn.
