London, February 13. Tho "Manchester Gunrdian's" 'Berlin correspondent states that, under tho influence' of Herr Noske, the German refusal to surrender the war criminals is stiffening. The Government shows itself weak nnd treacherous, and jins allowed Noske's followers to stampede tho nosition. The militarists, like everyone else in Germany, foresee a national' collanso under tho weight of the Treaty. Thev sav: "If it must come, better now. Let us at least have our national honour." The correspondent says that if the Allies coniDromiso on the 'war criminal Question, later crises will see the Germans adopting a similar attitude until tho enforcement of tho Treaty is impossible.
