AMBASSADOR' COUNCIL CONSULTS WILSON. Paris, February 3. The Council of Ambassadors has been unable to Teach a. decision as to Germany's proposal to try her war criminals before a German tribunal, nnd has cable to President Wilson asking his opinion. The "Petit Parisian" slates that if the, refusal of Holland to surrender the exIwiiser is renewed, diplomatic relations will be severed and a naval blockade will
