The Japanese Government profoundly regrets the North and South diiliculties in China, and is ready, in conjunction with the ofiier Powers, to make its best effort to solve these difficulties. Japan has dispatched half a dozen divisions to Siberia in order to reinforce (lie railway guards.-"
Mr. Hara continued: "The American commander at Vladivostok informed General Ohi on January 8 that it was intended to withdraw the United States troops from Silieria. The United States replv. answering Japan's inquiry concerning reinforcements for Siberia, arriv-' ed on January 12.
