PROTEST BY ADMIRAL SIMS. Washington, December 23. Admiral Sims wrote a letter to Jlr. ,T. Daniels (Secretary of the Navy) refusing to accrpt a Distinguished Service Medal 011 the ground t'hnt: other, naval officers had been inadequately rewarded. Tho letter points out that the Navv Department awarded honours in many instances contrary to Admiral Sims's recommendations.
