GERMAN NOTE TO THE PEACE COUNCIL By Telegraph—ProFd Association-Copyright Berlin, November 29. Germany has sent a memorandum to the Peace Conference, blaming the Allies for th<j sinkings at Scapa Flow, as tiio warships, contrary to tho terms of tho armistice, wero not interned in a neutral but in British ports. The memorandum contends that Admiral Renter was cut olt' from communication with tho homeland, and was bound to assume (hat the armistice ended on .Tune 21, and ordered the sinkings in accordance with seamen's usage. Admiral von Router was withdrawn from the German Government's authority, and tho latter was therefore not responsible for his acts, but, in order io prevent dispute and delaying the Peace Treaty having the effect which it is urgently desired. Germany w prepared that the alfair should be submitted to the Permanent Court of Arbitration at the Hague.—Renter.
