Admiral von Router was withdrawn from the German Government's authority, and tho latter was therefore not responsible for his acts, but, in order io prevent dispute and delaying the Peace Treaty having the effect which it is urgently desired. Germany w prepared that the alfair should be submitted to the Permanent Court of Arbitration at the Hague.—Renter.
