In a statement regarding Territorial training, Sir James Allen said it appeared (lint many of the public opposed four months' concentration of Territorials (luring- tho first year. The public must bo tho ultimato judge o£ what was best, and if four months wero unacceptable he ivould suggest that two months of concentrated training for the first year and two weeks each year for tho next two years would givo much better results than tho present system and cost no moro monoy. His judgment—and ho was supported by those who knew best—was that tho present system was inefficient, and if they wanted lo get the best results from the expenditure it certainly should bo improved. Sir .Tames Allen added: "The improved scheme which I now put forward for consideration involves three years' training, instead o£ seven. It does away with afternoon and evening parades. and asks for two months' training at 18 years, fourteen days nt 19, ana fourteen days nt 20, after whicli the Territorial is nassed into the reserve. Instead of twenty-four days of one hour each year for seven years, there would 'be sixty days the first year and fourteen days for each of the nest two years. Camps should bo available in both islands, and as they would bo open tha greater part of the year for Territorial training," employers and employees could select tinua to suit their convenience."
