Before commencing tlie weekly parade of the "J" Battery of Artillery at Palmerston North on Thursday night, opportunity was taken, to mako a presentation to Lieutenant H. 11. Garner, who for soiiio years has been in command of this corps, but who has been compelled to resign from that position owing to pressure of business. In making tho presentation, Lieutenant Salmon .eulogised the soot! work done by Mr. Garner during his connection .with the corps. Ho mentioned the fact that more men had gone to the front from this particular unit than from any other of the Territorial units in the Dominion, and many of them had won rank and gained high distinction. This, ho contended, liad reflected great credit on Lieutenant Garner, who was practically responsible for their initial training. In handing to Lieutenant Garner an illuminated addross, signed by both past and present members of tho battery, Lieutenant Salmon said lie was sure that the sentiments expressed in the document were absolutely sincere. Lieutenant Garner, in acknowledging the compliment, said that ho much regretted that circumstances compelled him to sever his connection with the battery, in which he had always taken a keen interest. Thei local Cliineso residents, who are never backward in the matter of contributing to local charities, have subscribed the sum of £32 Os. 6d. as a donation towards tho funds of tho Palmeretnn North Hospital. Tho Manawatu Homing Pigeon Society held a race from I'rankton Junction to Palmerston, and, in spite of tho heavy rain and strong adverse winds, the leading bird, owned by Mr. AV. E. Griffiths, covered the distance in 5 hours G minutes., Tho other placed birds belonged to Messrs. R. Iloeking and A. Law.' The .Election Stakes will be flown from Auckland on November 29. For some time past tho Palmerston North Borough Council has been evolving a scheme for improving tho borough and bringing it more up-to-date, and expert advice has been sought in several directions, with the result that the council is now in a position to go before tho ratepayers and aslc them to sanction I,'lie raising of the necessary money to carry out tho suggested improvements. Information lias teen received that the Governor-in-Council has granted the accessary permission for tho raising of a special loan of ,{I2Ji,OCO, which' is the amount considered necessary for carrying out the scheme. Amonest the proposals for improvements are the extension of the present storm* water and sewerage systems, the making' of a number of new footways, concreting a considerable length of u'ater tables, the extension of the present sewage system, and reticulation of the present high-pres-sure water supply, tho acauisilion of land on which -to erect suitable municipal buildings, so that all the offices of tho council, as well as the public library, will be under one roof, the purchase of land for thn extension of recreation grounds as well as the purchase of land on which to erect cottages for muuHnal employees. The matter of the raising of this money will be submitted to the ratepayers in s ; x issues, wliile it is n'.so intended to ask the people to sanction the raisins of a further loan of for the extension of the present municipil nbatHrs. At, the Magistrate's Court at Palmerston North yesterday Mr. Justice Hosking's reserved decision was read in a ease on appeal of Thomas Augustus Petliericlc from the Magistrate's decision at tho Dannevirke Court, in the anpellant was charged with Imvintj caused wilful damage to p.n electrical plant, the property of the Arcadia Picture Company, of which he was manager.
