The finnncial diinculties are brought about by the Government under the Pinnace Act, 1905 whereby it hhs confiscated something in the vicinity of .£OO,OOO of the board's revenue. It has compelled the board to meet,all thenar charges and increased costs in running the railways out of iU ordinary revenue, and taken the .£60.000 at the expense of the upkeep of the liarfcour and compelled the board to curtail all the works. Attempts to get the Government to repeal the objectionable clauses of tho Act failed, and the West, port : Harbour Board is faced-with the most serious financial crisis in the whole of its history.
