Admiral von Capelle, defending himself befqro the War Investigation Committee, against the accusation that he did not order, an adequate number of submarines, declared that ho ordered the construction of 890. Non-naval experts belioved in a wholesale undersea blockade of England, but tho naval Commander-in-Chief declined to start a submarine ■war, and only did so when the Kaiser compelled him.—Aus.-N.Z.
